What was the context in France in 1952?
The recession experienced by the United States, the Korean War, the deficits inherited from previous governments, and the price-wage race have considerably deteriorated the balance of payments. The government takes restrictive measures on the economy, suspends trade liberalization, limits imports and requests an advance of 25 billion francs from the Bank of France to cover immediate expenses and repayment of the debt. The president of the council Edgar Faure proposes a savings plan of 100 billion, a tax reform and the increase of taxes by 15%. But the National Assembly did not support these austerity measures, leading to the fall of the first government of Edgar Faure who later declared the Bonn Convention. German-Allied agreements between France, Germany, the United States and the United Kingdom ending the occupation status of the Federal Republic of Germany (FRG), which regains its external sovereignty. In reaction to the Bonn Convention, the East German government ordered the same day the strengthening of the demarcation line with the creation of a 5 km wide no man's land ("Action Vermine").communist demonstration in Paris in the occasion of the arrival in France of the new commander-in-chief of NATO forces in Europe, General Ridgway. Seven hundred and eighteen people were arrested, including the leader of the Communist Party Jacques Duclos (Jacques Duclos pigeon affair, released on July 1).
